No — CHAS eligibility is restricted to Singapore Citizens, regardless of a PR's income or how long they've held PR status.

Does MediSave work the same for PRs as for Citizens?

Yes — MediSave is your own CPF healthcare savings account, funded by the same CPF contributions, and usable for MediShield Life premiums and approved medical costs the same way for both.

Can a PR household benefit from CHAS at all?

Only indirectly — if a Citizen dependant (spouse or child) lives in the household, that Citizen can hold a CHAS card, but the subsidy tier is assessed using the whole household's income, including the PR's.
