HDB Grants for PRs: Why Most New PR Couples Don't Qualify

A PR-PR household — both applicants PRs, no Citizen anywhere in the family nucleus — doesn't clear this gate, so the CPF Housing Grant (Families), the Enhanced CPF Housing Grant (EHG), and the Proximity Housing Grant are all effectively unavailable to you. This isn't a matter of applying and being assessed unfavourably — the citizenship composition rules the household out before income or flat type is even considered.
What an SC-PR household actually gets
If your household is one Singapore Citizen and one PR, you do qualify for the base CPF Housing Grant (Families) for a resale flat — subject to the same income ceiling as any household (S$14,000 a month, or S$21,000 for extended families) — but at an amount roughly S$10,000 lower than an equivalent Citizen-Citizen household would receive. The shortfall isn't permanent: once the PR spouse becomes a Citizen, or the couple has a child together, you can apply for the Citizen Top-Up housing subsidy to claim the remaining S$10,000, typically within six months of whichever of those happens.
The Enhanced CPF Housing Grant (EHG) — up to S$120,000 for a family, S$60,000 for a single buyer, with a household income ceiling of S$9,000 a month — sits on top of the base grant, but you have to qualify for the base CPF Housing Grant first. Since a PR-PR household doesn't clear that first gate, the EHG isn't reachable for them either, no matter how modest their income is.

Most grant guides online are written with a Citizen-Citizen household in mind, or at least assume a Citizen is somewhere in the picture — the headline "up to S$120,000" figures that circulate are the Citizen-Citizen numbers, not what's actually available to a PR-PR household. A PR-PR couple who's read those figures and budgeted a flat purchase around receiving a large grant is budgeting around money that was never within reach for their specific household.
