Primary School Registration for PR Children: Phases and Priority Explained

Quick answer: PR children register for Primary 1 through the same phases as Singapore Citizen children — Phase 1, 2A, 2B, 2C, and 2C Supplementary — based on the same sibling, alumni, staff, and volunteer criteria. There's no separate "PR phase" and no income test. What's different is what happens when a phase is oversubscribed and balloting kicks in: Citizens are balloted ahead of PRs as a matter of process, regardless of distance from the school. Phase 3, at the very end, is reserved entirely for international students who aren't Citizens or PRs. The phases, and who qualifies for each

• Phase 1: a child with an older sibling currently studying at the school — guaranteed a place, no balloting.
• Phase 2A: a parent or sibling is a former student, a parent is on the school's alumni association or advisory/management committee, a parent is school staff, or the child is currently at the school's MOE Kindergarten.
• Phase 2B: a parent has volunteered at the school, is an endorsed member of a church or clan directly affiliated with the school, or is an endorsed active community leader.
• Phase 2C: every other Citizen or PR child not yet placed in an earlier phase.
• Phase 2C Supplementary: for children not placed in 2C, limited to schools that still have vacancies.

A PR child qualifies for any of these phases on exactly the same criteria as a Citizen child — a PR family with an older child already at the school gets the same guaranteed Phase 1 placement a Citizen family would. The eligibility criteria for each phase don't distinguish by citizenship; only the tie-breaking process does, and only when a phase is oversubscribed.

Phase 3 is not for PRs

It's a common point of confusion, so worth stating plainly: Phase 3 is reserved for international students — children who are neither Singapore Citizens nor PRs — and only opens after all Citizen and PR children have been allocated places under the earlier phases. A PR child registers in Phases 1 through 2C Supplementary like a Citizen child; they never need to wait for Phase 3.

What actually differs: balloting when a phase is full

If more children register for a phase at a specific school than there are places, that school runs a ballot — and this is where citizenship starts to matter. Priority for admission runs through Singapore Citizens within 1km of the school, then Citizens 1-2km, then Citizens beyond 2km, and only after all of those groups are considered does the process move to PRs within 1km, then 1-2km, then beyond 2km. In other words, citizenship status is checked before distance, every time a ballot is needed.

Practical registration steps

Work out which phase your family genuinely qualifies for first — Phase 1 or 2A routes (a sibling already enrolled, alumni ties) are worth pursuing seriously if they're available to you, since they bypass a citizenship-ordered ballot entirely by guaranteeing a place or by putting you in a smaller, earlier applicant pool.
